SANTA BARBARA COUNTY — The County of Santa Barbara has selected Maria Gardner to serve as the next Director of the Department of Social Services, as The Santa Barbara Independent reported following an extensive recruitment process. Gardner is scheduled to start her new role pending formal confirmation by the Santa Barbara County Board of Supervisors on November 10.
Gardner brings more than 30 years of experience within the Department of Social Services to the leadership position. Over three decades, her career advanced from working as a frontline Child Welfare Services Social Worker to taking on executive roles as Assistant Director and, most recently, as the agency's Chief Financial and Administrative Officer.
Throughout her executive career, Gardner has overseen major organizational changes, expanded access to local safety net programs, and built cross-sector community partnerships. Her work has supported agency initiatives that serve more than 179,000 county residents.
During her time with the department, Gardner led local implementation efforts for the federal Affordable Care Act. That work helped lower the uninsured rate across Santa Barbara County by 25 percent within a two-year period. She also spearheaded local service improvements and state-recognized program innovations that helped boost CalFresh participation by 75 percent over five years.
In statement content provided to The Santa Barbara Independent, Gardner reflected on her long tenure serving local residents, noting that her core focus has always been to make a meaningful difference for the individuals and families the agency assists. Gardner stated that she is honored by the selection and looks forward to working alongside staff, county leaders, and community groups to strengthen systems and broaden access to care.
Gardner has earned professional recognition throughout her career for her fiscal management, her approach to complex administrative challenges, and her work implementing state and federal programs designed to improve service delivery and efficiency.
The Department of Social Services stands as one of the largest public service operations in Santa Barbara County. The agency manages a wide array of support systems designed to assist children, families, older adults, and vulnerable community members. Programs operated by the agency include CalFresh, CalWORKs, Medi-Cal eligibility, child welfare services, adult protective services, In-Home Supportive Services, workforce development, and general assistance. The agency prioritizes service excellence, equity, accountability, and collaborative strategies to improve lives across the region.
Board of Supervisors Chair Bob Nelson commended Gardner's deep institutional knowledge and long track record of leadership in comments provided to The Santa Barbara Independent. Nelson highlighted her decades of local service as strong preparation to head the department.
Gardner succeeds Daniel Nielson, who announced his retirement earlier this year after leading the department for 13 years. During his tenure as Director of Social Services, Nielson managed the county's largest department through major regional emergencies, including the Montecito Debris Flow and the community response to the COVID-19 pandemic. He also oversaw American Rescue Plan Act recovery efforts and mentored human services leaders.
In his remarks provided to The Santa Barbara Independent, Nelson expressed gratitude to Nielson for his steady leadership, dedication, and service to vulnerable residents throughout his career, noting the lasting impact of his tenure on the organization and the surrounding community. County officials extended best wishes to Nielson as he begins his retirement.
