Isla Vista is operating under a new set of restrictions for Halloween this year, with UC Santa Barbara (UCSB) and local law enforcement agencies instituting a range of measures ahead of the holiday weekend, News reported. These changes are designed to manage the large gatherings typically associated with the annual event.

A festival noise ordinance is currently active from October 26 through November 4, according to UCSB’s 2026 Halloween legal advisory. This ordinance specifically prohibits parties featuring amplified music and 250 or more attendees. Additionally, amplified music is not permitted to be audible from the street between the hours of 6 p.m. and 7 a.m. These regulations aim to reduce the scale and intensity of celebrations in the residential area.

In conjunction with the noise ordinance, UCSB is also limiting campus access during the peak celebration days. Overnight visitor parking is prohibited on campus for Friday, October 30, and Saturday, October 31. This measure is intended to control the influx of visitors to the university grounds and surrounding community.

The new restrictions have noticeably altered the atmosphere for some students. UCSB student Alexa Alteamaira told News that the police enforcement felt harsh, impacting the enjoyment of what is typically one of the biggest weekends of the year for Isla Vista. Another UCSB student, Alex Ewing, observed that the annual increase in police presence creates "a nuisance for student life."

Local businesses are also experiencing the effects of these changes. Maria Mayo, owner of Maria’s Tacos, noted to News that business has been slower during the actual Halloween weekend. She observed that more customers celebrated earlier in the month, suggesting a shift in local holiday patterns in response to the increased regulations.

Law enforcement agencies are preparing for the crowds, albeit with varied approaches to staffing. The UCSB Police Department plans to augment its forces by bringing in additional officers from other UC campuses. Meanwhile, the Santa Barbara County Sheriff's Office stated its staffing increase for the period would be more limited.

Previous Halloween periods provide context for the scale of law enforcement activity. According to the Sheriff's Office, during October 24 through 26, 2025, deputies made 17 arrests and issued 80 citations. For the Halloween weekend itself, October 31 through November 2, 2025, the Sheriff's Office reported one arrest and 11 citations.

Despite the enforcement efforts, some students, like Alex Ewing, find the increased police presence itself to be a challenge. UCSB is encouraging its students to adhere to all Halloween restrictions, keep their celebrations localized within Isla Vista, and prioritize safety throughout the holiday weekend.
